Bill proposes introduction of aviation security service fee

Parliament is reviewing an amendment to the two-decade-old proclamation that seeks to grant the National Intelligence and Security Service (NISS), Information Network Security Administration (INSA), and the Ethiopian Artificial Intelligence Institute more prominent roles in aviation security.

The draft amendment to the 2004 Aviation Security Proclamation seeks to grant NISS a range of new responsibilities, including the evaluation and approval of conformity of airline operators. If the proclamation is approved, NISS is set to establish a National Aviation Security Quality Control Department to oversee its new expanded role.

Meanwhile, the bill mandates INSA to take charge of cybersecurity while the Ethiopian Artificial Intelligence Institute is designated to provide support to advance AI technologies used to maintain the safety of the aviation industry.

All three agencies will be part of aviation security committees, according to the draft.

The Immigration and Citizenship Service (ICS) and the Customs Commission will retain their earlier responsibilities, according to the draft.

It also proposes the introduction of a security service fee payable to NISS by operators and other entities leasing space in airports.

The Ethiopian Airlines Group will be in charge of collecting the aviation security service fee from its own passengers, other operators and any entities that receive aviation security services in accordance with the International Civil Aviation Organization’s recommended practices and submitting it to NISS.

The Aviation security service fee payment rate will be reviewed and decided by the NISS and the Ethiopian Airlines Groups jointly in accordance with the International Civil Aviation Organization’s recommended practices, according to the draft.

The draft is under review by two separate parliamentary standing committees and is expected to be presented for approval in the near future.
